I might be inclined to get a second opinion from a professional detailer.........perhaps after trawling the DW forums. I can't comment as to whether a skilled rotary user would be able to sort this as I haven't seen the car. If you do consider this route and someone is willing to oblige ensure you pay a pro-detailer, (rather than paying a hobbyist cash in hand). Make sure he/she used a Paint thickness gauge to take readings before and during any damage correction work. If not correctable by machine alone someone skilled may be able to drop some paint into the scratches, flatten back and then correct..........Hope that makes sense.
As for the Bra...........Not the best look IMO & it wont stop dog jumping up on side of the car. My dog jumped on the side of a bumper last week - I wasn't impressed but dogs claws not too sharp & perhaps due to regular beach walking.

Yes I was thinking about a detail, got another quote £450,yes the bra is only good for the bonnet and it looks a right t**t as for the dogs claws she gets groomed every month she was stretching to get to the seagulls little bugger.
