I've got a 54 plate X5 and when I had a Samsung Note 2 it would let me make and receive calls via bluetooth.
Last year I got a Note 3 which seems to sync but doesn't let me make or receive calls. BMWs bluetooth is a bit crappy but I guess it just can't cope with newer phones.

BMW Bluetooth is version 1.1 so unless your phones are fully backwards compatible, or you want to fit the very last version of the TCU (v14 I think) 03/2007 at stupid expense you may be better off with a Parrot kit instead.
BMW were being slaughtered back in 2004/5 for their dreadful BT support. New versions of the phone decoder (TCU) were being released every few weeks (there were 9 versions between June 2006 and March 2007) as they struggled to keep up with the changes in BT codecs, standards and phone capability.

Plug and play but at silly prices. Parrot much cheaper and more reliable

I know what the problem is here. I had the same issue with my 03 X5.
Essentially the ULF (Bluetooth) unit is too old and will not connect to newer phones. The good news is that it is an easy swap out. It is located by the CD multichanger in the left hand side of the boot. A couple of screws removed and you can put a new one in.
When you have a look at yours it will say something like HW: 06 SW:50 on it near the part number. If you could report this back to the forum it would be helpful. This means that the hardware version is 06, software 50.
The latest hardware version is 13 and this is what you need. You can sometimes find them on ebay. I paid £150 for mine and it works very well with my Google Nexus 4 and Nexus 5 (neither of which worked at all before with exactly the same symptoms as you).
You also get to use the inbuilt voice control and steering wheel controls etc so in my opinion this is a neater solution.

Ebay units can be very dodgy and lots of junk changes hands there........unless the provenance is quite clear, I would avoid a ULF unit from there - Parrot is MUCH cheaper and can be installed very neatly. I am pleased to have a ULF unit but not sure I would shell out hundreds on a new one, mine was replaced under warranty thank heavens and connects to anything no fuss.
