Another folding Wing Mirror question

I have a week off soon and want to fix my folding wing mirrors.  Each mirror seems to have a different issue and therefore will outline both issues and hopefully someone can advise, but I guess first off, can someone confirm what the internal wing mirror button should do when pressed.  Should it fold in/out the wing mirrors depending on their in/out state?

Passanger Side Mirror:
If the mirror is folded in, the mirror will fold out if the wing mirror is pressed, but wont fold in, if in a folded out position.  Is this the infamous switch issue?

Driver Side Mirror:
The whole mirror is very loose and when the button is pressed, you get a loud clicking noise and the mirror will fold out, but not in.  What is the solution to tightern the mirror? and then what could the clicking be?
