planning permissons-anyone know?

So I've been looking at moving etc but I bought my house in 2007 so going to be fairly difficult, then the other day I thought of a great idea to gain me a garage and more space, I can do all building work myself between mates etc we have all trades I can also get all materials discounted and vat free so my estimates for the work are pretty cheap, I'm going to calculate it acurately tonight but at a rough guess 7k, if I got what I actually needed for my house it would cost me a lot more than that to move.

Anyway since looking into planning, I can build the extension to the rear to be bigger than my current living room in lengh, gain a utility type space also if I go over 3m wide ill nees planning (terrace), but the main one I can't find the answer to is I'd like to then convert the living room into an internal garage, all I can find is info of doing a garage into a room, I have great neighbours on both sides who said they didn't seem to mind but would need to see a plan, so I've done a full plan to scale on a cad programme, with current front view, how the front would look after, a floor plan, a rear view of the proposed extension and an end view, I know I would need to follow building regs and fire line board the garge cieling as well as insulatio etc, I also said to the neigbour to the garage I would add an extra internal wall and sound proof it, it would be more a storage garage as I've a workshop in the garden, any idea?
