Its an engine pre heater found on diesels and as a rare option on the petrol models. Its used to help get the diesel engines upto working tempreture when the ambient tempreture drops to about 5 deg c. Its also used as a parking heater to warm the cabin withouth the engine running. This feature is not always enabled on all cars except the petrol models where it is solely used as a parking heater.
No it should not be on in this weather.

Everytime I open a door or unlock the car a fan comes on, I'm guessing this is webasto? The fact it's coming on in this weather suggests it has a problem? I need to use the car for a family holiday this weekend could this do damage?

'a fan comes on' meaning hte internal blowers come on?
if that's the case it could simply be the ventilator not necessarily the webasto.
in any case even that is designed to work on a timer not every time u open the doors.
can you be specific with the symptoms pls, before concluding what seems to be the cause..
