Looks more like a colour change than clouding
Recall matters or BMW goodwill remedies are best addressed to a dealer i'd have thought?

Haven’t seen anything like that on BMWs before - at least not in the modern paint era. Definitely worth showing it to a BMW Bodyshop for a strip and repaint. It looks to my untrained eye like the clear coat has failed under UV light, something it isn’t supposed to do!
I wonder if at some point an undeclared repair has happened?

Take the car to a dealer or at least a bodyshop for a professional opinion

Try item 13 here (not sure exactly which G01 you have):

I saw this on my 3 Series Touring ED. There was a piano black piece of trim in the fog light grill and mine was milky after 3 1/2 years. Really noticed it when I had to replace the other fog light grill after hitting a Pheasant ! If your car is in warranty I think it would be a reasonable claim.
