You have to get the covers off the switches. As per link, they may look like they are switching but they could be loose in the casing. You need to get them out and check they're seated on their pivot points correctly.
Lovely day for it!

My explanation a while back was long winded and with all due respect, prefer not to repaeat it...
BUT the short version, 2 actuator switches, one lever arm, move to one position, one actuator switch gets pressed, car knows where mirrors are, press window switch, mirrors move to press actuator number 2, via lever arm and car now knows where the mirrors have opened to (new position). ANY interuption in this process and you get the flappy mirrors. If the arm is not pivoted properly, you have no push of that 2nd actuator and no correct message sent... even if you think you hear it, get in there and check it. It may sound like it is pressing but may not be striking the button...

Just to add, I gave some duff info there. It is one switch that gets pressed, not two.
The lever arm gets pressed when the mirror moves, inside are two raised points, that push on the lever arm and then the switch. These are placed where the mirror would fully open and fully close. If the lever arm doesn't sit properly, it doesn't make that contact with switch, then you get the mirrors fold in/out.
Sorry about the duff info.

Yeah but you won't be able to tell, the whole lot needs to be encased to be in the correct position.
Open it, see if the lever arm is dislodged - if so, there's your problem.
