p0401 recirculation flow insufficient

Hi all,
can anyone shed any light on this problem?......
I have changed the egr, new solenoid and its throwing this code again, have researched it and understand I need to take the cooler off and check its not blocked etc which I will do when weather gets a bit better.
Here lies what I have found........when I drive the car with the eml light on and the p0401 code present the mpg drops to no better than 22mpg (dotting around), if I then stop driving and clear the codes and eml light with my reader,and then reset the mpg, I get a constant average of 27mpg - 29mpg until the light comes back on again and then the mpg drops way back down again......what is happening? seems whatever is causing the p0401 is causing the car to over fuel when the code is triggered?
p.s. after clearing the code the eml light stays off for a good few miles (25+)
