Interesting as a friend of mine lives on an Estate where the limit is 20mph and to help they put in the rubber strips and he now wishes they didn’t bother.
The reason is the strips make a noise every time a car goes over them right outside his house. Also the noise when the cars when accelerate away from the rubber strips is greater and so makes it harder to sleep.
Down our road although a 30 it’s a main road and there is no chance of this, but recently they were doing late night works and the vehicles had to go through single file alternate, again the noise of cars accelerating away was noisier than the consistent speed even if the traffic is doing 40.
The easiest way to try it out without a permanent set up could be by having more cars parked in the road staggered or adjacent, and see how it goes.
The downside is no end of people have had their car mirrors knocked off and that can be expensive.

As a driver, I dislike the 20mph zones, it makes driving so painfully slow, and always having to keep an eye on the speedo, but as a cyclist I love them. In Central London there are many such zones and it does make for quiet, calm pedestrian and cycling experience.
