Well with VAG, Merc and Renault 'revising' their diesel car emissions via recalls I suppose it was inevitable that BMW would be alleged to be part of the disguising game.  Part of the issue is of course that the EU emissions standard tests are done at 20°C and many countries have climates where the average temperature is below that so the emissions systems never kick in properly.  This makes the testing regime useless - as we already know.
