Heavy Steering 3.0d

I bought my car recently (its done 106K miles) and from the off I thought the steering (non Servotronic as far as I can tell) quite heavy. The PAS fluid was filthy and there was some noise from the pump so I replaced the pump (and all the belts and tensioners as these were fairly worn). Steering is still heavy and this is especially noticeable turning in/out of junctions. There are no groans hisses or other untoward noises, tyres are correct and pressures are ok, drives ok so no obvious alignment issues so I'm scratching my head a bit. Assuming the (exchange) replacement pump is ok, is there a valve in the system that can stick, reducing assistance? Or could it be the rack is worn? If the internal seals wear does the pump just pump fluid around at lower pressure?

Mines quite heavy, as was my E53. Test drive another one too compare , before you spend any more money
