I have a pre-facelift F25 2014 with business nav (no bluetooth media, just telephone):
Should it have voice command/control?

Try putting the last 7 characters of your VIN into this decoder....

It will pull up your actual build spec and tell you exactly what the car was built with.  Voice Control was a cost option but depends upon Year/model/market so the decoder will give you the definitive answer for your car.
