That looks identical to the one BMW fitted into my car when they put a BMW towbar on nearly 8 years ago!

Wrap the towball in polythene and a second polythene bag in the right area and make your own using expanding foam perhaps?  Cheaper than OEM.

Fill the area bag first and then put the wrapped towball in as it all starts to expand.  :)
