Cosmetic.  Number plates are not used as the target for lasers - I know coz I've been trained to use them

What do you aim on as I can't think of other flat services?

Headlights, fog lights, bonnet, bumpers, radiator grilles etc.  These machines need very little returned light to give a reading.  The aiming point doesn't have to be perfectly flat.  Handheld the range is maybe 200m, but typically a bit less.  The vans with a stable platform can operate out much further.  It's not a spot beam anyway at that range, more of a cone, hence number plate obscuring being a waste of time because it picks up off other parts.
Our radar units have a range of around 150m line of sight and they don't care about fuzzed number plates either.

Technicalities aside - Looking tacky &/or being stopped by police not very appealing.
