Building permits for what exactly?

Planning controls vary with each local authority and come under central control of the Secretary of State for Communities and Local Government in the event of any appeals.

Building permits for any kind of private development (don't have the economic strength to go into public stuff, although subcontracting public tenders to RO would be great!!)  As i import wrought iron into UK and furniture, etc, i'd like to expand to construction materials, piping, concrete, etc.

If you consider running a business a job, and paying taxes to HMRC, then yes, it is a job!
I do believe you're barking at the wrong tree as i consider myself half Brit, please don't look at the flag and the location, if you're able to see beyond that, you'll probably see something else...that is if you can see to trees from the forest
