If the boiler locked out on run out and wasn't re fired up there's a chance that it could pull through with several fire ups.On mine there is an orange button down the bottom of the boiler hidden behind the noise dampener, this button re fires the boiler and after several attempts it will pull the oil through once it has shifted the air in the system.
However if your mates has been like it for a while the system will probably have to be bled and flushed through,the oil could even be froze in the pipe??
If mine runs out i switch al power of to the boiler and wait for a re fill then it will usually draw back through without having to bleed the system.
To bleed it just undo the oil pipe where it connects to the boiler and draw some oil through then re connect then you will no if it is the supply at fault or the boiler itself. Failing that don't mess and call a plumber/heating engineer.
