LEDs do dim from what I've seen because either the feed pulse length changes, or the supply voltage from the LED control module reduces. As they are DRLs on the current range, they have to dim to meet car type approval regs that BMW have to meet. That's also why you are seeing the halos dim when the lights are on and being filament lamps you can't avoid that.
At least £19 for something is better than £300 for something that doesn't work as well as you hoped.
The BMW OEM system uses more than one LED per halo and that's how they get the even lighting pattern and bright output. When you have a point source on a light tube (as pre-LCI cars all have) then you will never achieve the same effect. Plenty have tried......and not been completely happy.......including me. I'm still looking too.
A ring of SMDs would do it, but you have to get the lights apart to install them.
