Get them to do it again, properly, free, and correctly dated or face a DVSA investigation which could lead to a prosecution.  Keep the video footage for evidence.

I would just report it to the DVSA no messing.
How many unsafe cars are on the road that they have tested.
It's lives at the end of the day we are talking about.

Suggest to them that issuing a certificate without completing the test fully could possibly land them in hot water.
However, you being a reasonable Geezah, would accept a new seatbelt, wipers and re-test as a gesture of goodwill.
Along with the next major service for £50 of course.

I'd try the dealer principal first.
He will be more "Open to suggestions" than BMW directly  ;)

BMW UK it is then, but I'd pen the dealer a quick message asking if he "has any objection" to you doing so.
It might just spur him into action.
If it was a service item, I could understand. But with it being a legal thing, I'm very surprised at the attitude.

Well Bmw uk didn't bother to answer email and dealer has offered to re do the mot or I said oh for the first time
Not decided if I am going to let them touch it yet

I still say report it.
Your car might be new and safe but how many older cars have they tested the same way that are not in as good condition.
It's lives at risk.
