I did see one of those police interceptor type shows where they sent someone a bill for repairing the Armco. If memory serves it was about £1k per m, and its double if you hit it hard enough to damage the other side as well.
Untill i saw that, i didn't know that that went on either so it looks like its an extension of that policy.
An obvious point i know, but we do get hit pretty hard tax wise when it comes to motoring.

plus the scary part is that its private companies who are responsible for motorway maintenance that send bills!

so is there any form of regulation or governance on the bills? seems like that's non-existent!  ???

After I had an 'incident' with a Crown vehicle on the A1M many years back, we got a bill from Lincolnshire County Highways Dept charging us just over £1k to repair the Armco. 

They were told where to go as the vehicle involved had not touched either barrier.  There was a damaged area but even the Accident Investigation Officer said it wasn't us as the damage was in his view quite old.

Some Local Authorities will still try it on though!

When I was at college, some 13 years ago, a fellow student crashed into a barrier on a roundabout and was sent a bill for £65.

I'm not surprised but it is worrying the the sorts of amounts being mentioned. Private contractors will heavily inflate prices when they know they can get away with it. In the article there I a comment from someone internally stating that an oil spillage may on, take 5 minutes to clear up and materials cost about £12 but bills of £300 are being sent out.
