keys are charged in the keyhole through an induction current passed from the key ring. bmw recommends using each key at least in 6 months so as to not let the battery go flat.

if the second key has been idle for years maybe its battery is gone and needs replacement. if neither key charges i'd even suspect the charging mechanism.

have they worked well in the past?

You have to program them at the same time back to back
