according to the book you are not allowed to put a towbar mounted bike rack on the swan neck towbar any ideas why not ?

I bought one of these and used a 10% discount code but it looks like they've changed the system so the one I used can't be accessed now. It wast a link through TAMBA (twins and multiple births association) of which I am not a member but you could just get the discount anyway.
