California Driving Offence penalities
Crikey could you imagine if that wad implemented in this country. My step father recently purchased a classic Triumph Stag and they live in Tenerife. He filed all the paperwork to arrange it's matriculation (registration in country) in Tenerife and was awaiting the papers. 1 week later he was taking it to get an inspection carried out and was being tailed by my mother when he was pulled over by the police who promptly gave him a speeding ticket/fine as well as a ticket for a non registered vehicle. That fine for the non registration was €500. He was never told that he could not drive it until paperwork was received but it's his tough luck apparently!! The paperwork roughly takes 2-3 months. He speaks good Spanish as well so it's not as if he couldn't understand if he was told!!!

The fine not the whole picture in uk...........I know of a young driver whose insurance premium rose by around £500 due to just 3 points for one speeding offence.

Ouch, but then again the individual shouldn't have been speeding (and I've been done for it too). Even so £500 is a bit of a whack! Mine went up £50 and that was for the bike (honda VFR800) even though the offence was in the car and that premium didn't change.
Something does need to be done about insurance for young drivers as it seems to me that insurers are trying to price them off the road. We badly need improved driver training, but even when you get an advanced certificate regardless of whether it's IAM or RoSPA, many companies take no notice and offer no discount. Those companies that do tend in my experience to be more expensive than those who offer nothing.
I don't know what the answer is, but I do know we need to bring the ambulance chaser injury lawyers out of the equation. Bringing in a no-whiplash claims below 10kph allowed might help a bit too.

The guy with the points has a 1.0 ltre Corsa & pays £2k p/a to insure it - he is 19. His points coincidentaly also accumulated when riding his motorcycle.
I let my IAM membership lapse because thiose companies offering discount for members typically charged more after their so called discount compaed to others not recognising the IAM membership. I also didnt fancy having to join a local group involving attending meetings, playing treasure hunt, watching slide shows & being rallied to organise the annual IAM tombola with an IAM tankard & matching cufflinks as the 1st prize. Got personally recommended to put in for my ROSPA Gold but to date I havent found anything to motivate me with that either. I do my best to keep my driving skills current & up to date & practice tecniques etc.

Sadly I do read the Highway Code and have a current copy of Advanced Driving and the Police Driving manual. Twenty-five odd years ago I even had a restricted Police Class1 but even that was of no use.
A few months back there was a news item that young drivers could end up being quoted thousands more than the car was worth, which just shows how silly the situation has become and no wonder people don't insure cars now. It's cheaper to take a hit, lose the banger they were in and pay a fine than it is to get cover.

I have both a police class 1 advanced licence and a police advanced motorcycle licence and neither of them have helped with my insurance premiums

Not wishing to steer the thread off in a massively different direction but I do have some observations to make re advanced stuff.
Some advanced types are/were reluctant to embrace other techniques or the even the more recently roadcraft permitted, (planned in), brake & gear overlap which, (as well as having other advantages), can reduce critical weight transfer conflicts when pushing on.
Some of the best, natural & seriously progressive drivers are near instinctive when closer to the but understandably no professional group promoting road safety would ever promote driving or riding on instincts.
Some advanced types seem to regard all that don't hold a current advanced qualification as lesser mortals yet in reality there are many absent of such qualifications that still possess talent when piloting wheels, (indeed many competent types have never opened a roadcraft manual).............Despite this I accept that many roadusers would benefit from having some form of advanced training.

A very fair assessment. I don't ram my 'Advanced' status down anyone's throat as there are some very good 'instinctive' drivers. Also it was how I did at that time. I've often thought that here should be a periodic retest for all drivers as traffic, roads and the vehicle technology all change so fast these days - just look at the kit fitted to some of our cars as examples. I took my test over 30 years ago and apart from the IAM test have never been rechecked on public roads since. Doesn't seem right to me.
I did see a TV prog tonight made in 2007 which talked about 'graduated licences' for new drivers in the same way as limits are placed on new motorcyclists. Shame it's never been taken further. As the presenter said, anyone passing their test at 17 and working for an Investment Bank earning a silly bonus can just jump straight into a 200mph Ferrari with no further training, but a motorcyclist can't. My cynical take is that although the motorcyclistic is statistically more likely to kill themselves, a young inexperienced car driver may take several others with them at the same time. It's so obvious yet so obviously ignored.
I'll go and take my tablets now and sit in the dark for a while....

Makes sense but dont know how many partners of petrolheads would embrace having to take an advanced test just to be able to drive said partners toy if it has a certain ammount of ponies under the bonnet.
Arguably & hopefully the hypothetical 17 year old banker will be mindful of his/her investment & still be more reponsible than the 17yr old barry boy driving flat out in a Saxo , 5 up on a dark & wet country road with passenger distractions, a captive audience & some stupidity thrown in.
Despite training & various tests/courses passed I can confess to having let myself down in the past on occasion........thankfully the older I get the more risk aware I am, (not had to abort a prior committed overtake for a few years). I keep reminding myself I am not immune from making a mistake & neither me or others near me are immortal if it goes badly wrong. When pressing on I try to think of what if I could potentially come into conflict with, whether it be a fast sports bike approaching me & offsiding, a broken down tractor, deer, (always expecting more than 1), or maybe a horse (with or without rider).
Must stop now - Anorak alert !

When I did my advanced licences we had to take a refresher course every 5 years and were retested at the end of the course.
