My 2003 E53 had same problem, rust on inside near hinges on bottom tailgate and just spread to where you could see it from outside, also on lip of top tailgate probs where its been getting slammed over the years.
Bodyshop just took them off, sandblasted them totally clean and resprayed inside and out, £160 lovely job.
